This document describes the Internationalized Domain Names (IDN) Character Table to be used by NeuLevel in the .BIZ TLD registry for the registration of .BIZ domains in the Norwegian national languages of Bokmål, Nynorsk, Nordsamisk (North Sámi), Sørsamisk (South Sámi) and Lulesamisk (Lule Sámi).

We advise registrants to carefully consider the potential confusion over the perception of equivalence between an accented Latin character and another sequence of Latin characters (with or without accents.) There exists no equivalence rule that can be applied universally as any such mappings are generally dependent on the language, culture and context in which an IDN is used.

In particular, we would like to highlight the following potential issues:

• U+014B (ŋ) is more frequently used in Nordsamisk while U+0144 (ń) is more prevalent in Lulesamisk. However, U+0144 is sometimes used in place of U+014B.
• ASCII domain names representing Norwegian text are composed by replacing accented characters with often unsatisfactory ASCII characters. For example, U+00E5 (å) may be replaced by 'a' or 'aa'.
